I got the washers today:

I sniped the edge off them with scissors and they fit fine. The standoff is now 750V instead of 24V or 0V


At about 775V there is an air arc over to the bearing truss but that is pretty much expected. I did pull the metal brush holder back from that. If you push the bearing holder toward the truss the standoff voltage goes down to about 360V. I did manage to get a picture of it arcing.

So the little washers solve the problem and make the motor electrically sound. It is hard to say what odd problems this might have caused in the past with the Systema Magnum motor. They are certainly well known for damaging MOSFETs but twisting wire pairs seemed to have already pretty much solved that. I would expect mysterious blown fuses would have been the most obvious problem. Motors that also appear to be dead shorted out would be one too.
